Position Description
As Team Leader the consultant will assume the following responsibilities:
Effective programme management of all activities carried out within the contract;
Development of the strategic and monitoring framework, planning and implementation of relevant activities that will contribute to the realisation of the expected results;
Provision of preparatory and ancillary tasks relating to the planning, monitoring, and reporting of programme implementation as well as communication and visibility and other general administrative and auxiliary tasks related to the contract;
The Team Leader is to be based in the programme office in Brussels.
Qualifications and skills
Master's degree or equivalent qualifications in infrastructure, management, economics, law, business or public administration, development cooperation, international relations or a related discipline;
Knowledge of European Commission project implementation rules for external aid;
Excellent report writing and communication skills;
Fluency in English;
Minimum 10 years of project management experience;
Knowledge of project management tools, in particular Project Cycle Management/PCM and logical framework approach;
Knowledge of the African Union/AU institutional setting and understanding of the Programme for Infrastructure Development in Africa/PIDA would be considered an asset;
Knowledge of European Commission policy and development orientations in the concerned sectors/areas as well as good understanding of the Joint Africa-EU Strategy/JAES would be considered an asset.
Specific professional experience
Preferably 6 but at least 3 years of professional experience in planning, coordination and implementation of multi-sector, multi-stakeholder donors regional and/or continental programmes in Africa, in the infrastructure sector (transport, ICT, energy and water);
Preferably 6 but at least 3 years in programme management as team leader in long-term TA donor projects, preferably with the EU.
