KEY RESPONSIBILITIES:
LEADERSHIP
Lead advocacy for HR, LOD, knowledge management and sharing; promote global policies, norms and standards. Play a key role in the EMEA senior management team to ensure HR/LOD is represented. Represent EMEA and support global initiatives on HR, and knowledge-sharing, knowledge management and organizational development. Lead partnership building with international non-governmental organizations, global institutions and multi-lateral institutions in EMEA. Actively represent the area office in relevant global networks and working groups.STRATEGIC HR MANAGEMENT Build the HR strategy for the region. Ensure that compensation structures, employee benefits, practices and HR programs are in compliance with standards, procedures, guidelines and policies of HFHI and local laws. Coach and training on all aspects of HR. Act as a primary source of HR practices for the region. Actively promote and contribute to the establishment of HR standards and baselines and standardization of HR policies and practices; formulate new policies; promote consistency. Coach line managers on effective performance feedback, set clear guidelines, and ensure completion of performance results using HFHI online system and tools. Oversee individual training and development needs plans. In partnership with HQ, oversee full-cycle recruitment, selection and hiring of new local and international staff. Oversee on-boarding and exit interviews. Work actively with stakeholders to resolve employee relations concerns by the statutory requirements of the labour laws andHFHI policy, as well as grievance procedures, terminations, redundancy, etc. Lead HR Audits at the national organizations with the intention to develop and support HR capacity, succession planning, staff retention, occupational health and safety, competency profiling and workforce planning. Maintain relationships with HR practitioners within and outside HFHI and EMEA, ensure alignment with the latest HR development processes. Act as a primary liaison for HR for HFHI and national organizations in the region. EnsureHFHI is operating within the statutory requirements of local labor laws. Oversee the International Volunteer Program in EMEA; maintain relationships with other volunteer organizations; represent and promote HFHI in the voluntary sector.LOD AND STRATEGICHR SUPPORT OF NATIONAL ORGANIZATIONS Build the LOD strategy for the region. Lead the development of a knowledge management framework. Analyze organizational development needs and develop training/capacity building plans of national programs and key staff. Carry out proposals for capacity development of national organizations and oversee implementation of trainings. Oversee EMEA input to global development of the knowledge center applications. Support development of national organizations to meet the capacity building goals of the regional strategy. Help analyze needs of national board development, design models of national organizations and boards. Develop policies and procedures for national board members and leadership recruitment, orientation, development, etc. Advise national organizations on development of HR systems, processes and policies.
REQUIREMENTS:
Bachelor’s degree preferably in HR or Organizational Psychology. 10+ years of experience in human resources management/leadership and organizational development, including experience in an international context. Experience implementing specific HR strategies at a regional and international level. Working knowledge of European Union labor laws. Fluency in English required; additional European language preferred. Understanding of HR technical areas, including compensation and benefits, expatriate and local employment, job evaluation, salary administration, performance management and staff development. Ability to conduct HR assessments, implement succession planning and change management processes; research skills and ability to design surveys and interviews. Understanding of strategic organizational learning, capacity building, knowledge management and change management methodologies. Understanding of effective process design, management and facilitation. Understanding of adult learning methodologies.
PREFERRED:
Knowledge of South African and Slovak labor laws advantageous. Experience providing consulting to stakeholders on HR best practices. Experience working for international non-governmental organization and understanding of related HR best practices.
